Is there a rule for when to use BB and M when talking about how steep the stacks are compared to the blinds. I understand that M is more convenient if there is antes but I find the M to be most useful in all cases. :D Is M used for tournament and BB for cash games?

Harrington's M is exclusively for tournament play (and mainly MTTS at that). These days you don't really hear about it too much. Without antes you'd just multiply the number of blinds you have by 2/3 to get M, so yeah. Use whatever you prefer. The whole M and effective M stuff isn't how I think about the game personally.

I thought M was a universal thing. I prefer M for tournament, but I think I will just have to get used to talking BB in cash games.

M was designed (if I remember Super System correctly) so that a player would understand how many orbits it would take for his/her stack to blind out at the current blind level, which doesn't really apply to cash play. If you're getting into cash play then my suggestion would be to get used to thinking in terms of big blinds when considering stack sizes. Much simpler.
