The problem with that approach is that it entices a call from like KQs/AQ/AK type hands, whereas a shove will be called exclusively by JJ+, which Villain is substantially less likely to be holding. Plus you could get in trouble if they decide to re-shove, because they usually either have KK+ (in which case you need to fold and eat the loss), or they could be semibluffing with a coordinated hand like QJs, in which case you just gave away some free chips because the risk of the former is usually too great.
There's a reason why the shortstack is shove/fold territory. If you go in with anything less than a shove, it gives Villain the chance to shove over the top on you and take the initiative, which always puts you in an awkward spot.
