I sometimes play in PKR's "triple chance primetime"

Its an 8 seat format MTT, $5.50 entry and basically, you get 3000 chips, with 2 free addons of 3000 each that you can use anytime in the first hour, and if you dont they get auto credited at the end of the 1st hour.

There is also an hour of late reg available...

Now, correct me if you think i'm wrong, but to not add these 6000 chips immediately, would be like sitting down at a 25NL cash game with 10 bucks...

If im all in with the nuts against a guy that has 9k stacked and i have 3k, im kicking myself.

You are probably right, although it would depend to some extent on the standard of play. If the other players are weak-tight, I could see some potential in playing aggressively with a wide range of hands from your 3k stack. If it works out, you could pick up a lot of chips and still have your 6k addon at the break. If an opponent wakes up with a monster and busts you, you still have the 6k in reserve (two thirds of average stack) and can play on more conventionally.

. . .

If im all in. . .against a guy that has 9k stacked and i have 3k, and get knocked out .

What happens if your 3k stack gets KOd in a hand?
are you out or do you get your addon as a second and triple chance?

Which I would assume by the title of the tournament,
so playing the smaller stack is risk averse and lets you have a second or third chance if you lose in a big clash.

If you're out and would forfeit the other addons then it would be a no brainer to add them all right at the start. Otherwise its individuals risk/reward ratios.

From what I gather there is no correct way to play this, there are pro's and con's to each and having discussed it in detail with peers and listening to opinions from Pro's it is clear that it depends on your playing style and what works for you best, so if you regularly place this you should a few methods and see which works out best for you :)

Another side to it,

with all your chips in play you have to protect them,

with only a third of your chips in play you can perhaps take more risks,
and actually play looser.

I think I'd say its not a no brainer, and also that there is no definitive answer, as it also depends on style of play and other factors as well as personal choice. Actually sounds like a good strategic addition to the game.

Edit: was typing this while Ducky posted, looks like we're in agreement tho.

Don't think just about yourself. Look at what the others at your table are doing. Also consider what you know about any of them. Then do wht seems the best fit in your particular circumstances.

As a relativity simple example, if your table is mostly players you know to have weak passive styles and none of them adds on, it may well be that taking one or both of yours will help make them even more susceptible to your aggression.

Then you tell the moron who pushed with a 15% chance to win GG and continue playing correctly, and the vast majority of the time you come out ahead.

Definitely be able to add-on right at the beginning. As long as there are no rebuys, you might as well get all the chips you can at the beginning.
