10-15 BB is a very awkward stack size, specifically when approaching a bubble of any sort. Technically, speaking you do have room to open raise as long as there are no limpers in the pot, but this can be a very bad idea close to ITM.
In a nut shell, shove or fold are your only two options.
You must be willing to shove a much wider range than you would normally, particularly from later positions. Be careful of the dealer button, as it will be more likely your opponents will put you on a steal; in the end, and though it may seem insane, shove that 9 3 off suit – you may pick up the blinds. If not, you’re probably live.
You have to remember that 80% of the time you will not make ITM – what difference does it make if you lose with 93 or AA? To have any chance at first place, this is clear cut age-old strategy and shoving ATC actually becomes kind of fun (in a sick, gambling addict, sort of way).
