The state of your bankroll can easily be a consideration in deciding where to practice. If you can afford to budget some amount per week or per month, then do that, and play at a level where this amount will let you play enough to constitute practicing. For instance, if I budget $11 a week, I'd play $1.10 tournaments so that I'd get to play at least 10.
One thing to remember is that this is a version of taking a shot, which means it's separate from your regular bankroll. As a result, if you lose half, you don't need to drop down to a lower level, although you can if you want.
