Whenever the situation calls for it. It all depends on the table dynamics, and what you're trying to accomplish by showing weakness preflop (limping).
Poker is a game of missing information. There's no way of knowing everything in poker. So the more info you can gather, the better chances you will have when making the best possible decision at hand. Since there's no definite answer in poker; no 100% right or wrong, it is inaccurate to say things such as: "I ALWAYS limp with pocket Aces" or "I NEVER limp from EP", etc. etc.
Whenever you see an Always
or a Never
in a sentence, such sentence is probably BS.
