When all players change all 5 cards in NL 2-7 Single Draw

I am wondering what if everybody in NL 2-7 Single Draw MTT (7players on every table, like Ptolemy's Freeroll in pokerstars) are in the game and everybody change all 5 cards. There isn't enough cards in the deck for that case, so what is the rule in the poker for handling that situation?

I know in 7-card stud games when there are more players on river than cards to be dealt, one final card is dealt and played community. It's not super rare in micro limit or free play stud hi-lo games. I would imagine it would probably be the same with 2-7 single. Only 2 cards dealt to each player with 3 community cards. I'm sure there is a protocol in the online software to deal with it, since it would cause an error or possibly crash if there wasn't; but I bet in some smaller live cardrooms that only play 2-7 single draw every so often, they might not have a rule in place, just because it is so incredibly unlikely to ever happen.
