Hi bcutler, essentially based on your example of TT UTG the chart is telling you this:
Raise (R) initially because being UTG there has been no raise (NR), if there is a 3 bet (R) before the action gets back to you then you should 4-bet (CAP) reraise if there are less than 3 players having called the 3bet (R<3), if however you are facing a 4bet (RR/CAP) then you should call if there are more than 4 players having already called the 4bet (C>4).
Clear as Mud? It can take a bit of thinking to get it straight given its trying to ouline the plan given the multiple actions that can take place in the situation....easy to see from this why "it depends" can be the answer to most poker situations.
Remember as well that this chart is designed for limit holdem, thus the ability to CAP a betting round, and when it comes to NL Holdem its even more situational in the action you should take depending on what action takes place before it gets back to you having initially raised in such a similar spot of TT UTG.
