Two big blinds in a row/ big blind plus dead blind

Hi people,

Can anyone tell me when each of the following situations occur? I've Googled, but now I'm even more confused.

1) Two big blinds (or more) get posted in a row.
2) A player places a big blind plus dead blind.

Hello again :)

1/ A player who sits at a cash game usually waits for the big blind to come around to them before they start playing, however if they wish to they can simply post a blind to start playing right away, in addition to whoever is in the BB seat at the time.

2/ A player who has been sat out for at least one orbit must pay all blinds that they have missed upon returning.

This is what is called california blind system.. I not exactly sure how it works but there are two people that posts BB and the dealer button posts a SB.. usually happens when someone misses a blind and there has to be a dead blind. It is suppose to create action but to me all it does is create chaos and confusion.
this is done instaed of only have a one person paying a blind.. This only happens in cash game. Not all poker rooms do this (THANK GOD!!!)
