Are players taking more time to call or fold their hands these days?
I have found lately that players are taking the full amount of time to play their hands. I can understand some hands taking a little longer to decide upon but to use the full amount of time each and every hand is mind boggling to me.
Any thoughts on this?

In tournament players take all time to do move, because their want to get prize zone. It's normal practice.
In cash games we can see very fast poker. Especially in ZOOM on PocerStars. I like it a lot!

Exactly. In tournaments players that are either short-stacked, or have a huge stack will waste every time they have. Short-stacks want to wait so that more people get out, because unless they catch a winning hand (odds are against them) they will bust in the bubble. Huge stacks aren't afraid to throw some hands away if that means giving it time for the antes to increase, thereby eliminating shorter stacks.

For medium-stacks I think it's a mistake to waste their time. They would be better off keep playing at a normal pace and try to get a good hand so that they could at least double up. Once they are well above the average stack, then they can start thinking about wasting time.
