Does anybody think starting with a short stack in cash games and then getting a double up then play deep stacked a good way to get cheap experience playing post flop if you don't have a bankroll for full buyins

i play that way. You don't lose much at once if you haven't experience.

If you have limited br, go for minimum buyin.

If you have much money, go for max.

That's good because even if you lose, you don't lose too large of an amount.

There is a positive and negative for buying-in short.

Positive: You don't risk a large part of your bankroll when you buy-in short. You can also play a much more aggressive game with your short stack since your prefop options are very limited.

Negative: You give up on max value for your big hands.

There are a lot of players especially on Winning Poker Network who register during the last level of late registration. I feel like this is lost value in the earlier levels when you can play post flop poker instead of playing all in or fold poker before the flop. On the network I mentioned the blinds are insanely high at the last level of late reg so you are definitely playing with a stack that is less than ten big blinds. I don't like playing that short at the beginning. It might be a better strategy on re-buy/add-on's.

For cash games, min buy-ins are okay as long as you are good at being selectively aggressive (choose your spots wisely). The benefit, as said above, is that you aren't risking as big a percentage of your bankroll. Given you are a bit short, that is probably the best option. The only thing is that you will hate it when you get premium hands and go all in and could have made 30-40% more if you had bought in for the full amount. GL!

In my opinion, starting with a less than max stack can be effective for someone who is not totally comfortable with their post flop decisions. You won't have to make as many big decisions.
