It wasn't smart for him to call your all-in (after your raise and his re-raise) preflop with JJ, unless he had a feeling for your play. But it was a FR and it was early in the tourney. I'd be tempted to call an all-in with JJ in the first few hands because folks will go all-in with 5-6 and 7-8 regardless of the betting that has gone on before.
If this were late in the tourney, a fold would have been a better move (AKs is 46ish % to win vs JJ, and a dead race against 22 preflop). Early in the tourney (2nd hand), a call to see if you can hit the flop would probably have been the better move, at least in the TAG style.
Strangely, if he had moved all-in instead of reraising you 5xbb, I'd have at least considered calling (again because it was early in the tourney and you're AKs is probably better off than later in the FR).
