Is there any other site in this world other than pokerstars that lets you create tournaments?

I have not seen anything like creating your own clubs on other sites, just seen at POKERSTARS and it's a great way to play with your friends!

strange sequence of your thoughts, first you ask what you can do when poker room dont want to withdraw your money, and when your question get answered that you can do nothing you asking how to make your own poker room and how much it cost. (!) high stakes poker room. Wtf? Are you going to deceive people by not paying their money to them? Next you asking how much can you deposit by 24h and then asking if you can withdraw without deposit, did someone become a victim of fraud? Dont want to insult nobody, just logical observation from what you write

Look at the 888poker. This is a well-known site, maybe there is.

I think pppoker has what you ask.

I am aware of a new poker site that will allow you to create your own poker tournaments like Pokerstars does as well as your own poker games. If you have some weird rules or want to use a joker, they can do it. They are still vetting out some testing but can share more when it is ready.

One thing is true, it is way easier to play Poker than find the passwords of the Tournaments around here. There are more rules than the NFL !

If there is one that does, I do not know.
