I've played against one person several times who plays multiple ( he or she claims 12) tables at a time and here are a few obbservations:
It's tough for them to put you on a hand aka don't know when you're bluffing.
Only play quality hands out of the blinds.
Must be patient because they take almost all of the clock to make a decision.
They have a big enough bankroll, so forget about the min raise.
Any other thoughts suggestions?

The multi-tabler is usually fairly easy to beat, if you pick your spots carefully. He doesn`t have much time to devote to each table, so is likely to be playing in a straightforward style, betting when he has cards, folding when he doesn`t.

Be aware, though, that he will be a solid player. Beginners don`t multi-table.

Yeah Egon is pretty much right they aren't going to make many play without cards, but most of them have poker tracker or hold em manager so be careful about raising them to much.
Pick your spots.

Someone playing 12 tables is probably not going to remember the details of who bet what on what street. Which means if you make a decent raise on the turn or river and they call, they probably have a hand. I may be talking out of my butt but I don't think there are too many people that can multi-table a dozen tables and have good enough reads on their opponents to bluff well.

Philthy can probably correct me, he plays quite a few tables and dominates 2nl.

People shouldnt be allowed to play that many tables it slows down the table play when you have someone playing at a bunch off tables you spend more time waiting for the multi table player to take his/her turn than you do playing poker. If you want to multi table 3 or 4 should be enough.

who is to decide how many tables you choose to play at once. I, for one, play .01/.02c with about 6 tables. Some of the things you mention are quite correct. I play a veery straightforward game, but at .01/.02 you can play a transparent game and get away with it b/c of the quality of players.

I would say though that its not really if they multi-table or not, but their playing style (i.e. LAG, TAG, etc) as to how to play them
