Maybe you fold to much on the blinds, so they attack your because of that. And that can be your biggest weapon. Wait for good hand and destroy they tactic of stealing blinds

Its certainly possible to be "targeted", if for whatever reason someone likes to play against you. However before you start to adjust and fight back in a major way its always nice to consider sample size. If for instance someone has opened from BTN 4 times in a row, maybe he just had 4 decent hands, since its common to raise first in with at least 40% of hands in that situation. Same if someone has 3-bet you 2 times in short succession. Maybe he is "getting after you", but its also totally possible, he just picked up 2 premium hands.

Can be, can be not. This is an info. Like "He play with wider range". But this info is not "right". Not at 100%, let's say 70-75%. Still good enough, you can call with wider range, 3bet with wider range. But do not go crazy. Just try and add more info. For this player...
The players from some countries are usually more aggro. If you pay attention, someday you will know other things. And you can add this "info". And will be 95%, not 70%. Plus postflop tendencies. Then you can use different hands for 3bet and call. bluff heavy range, value heavy range. Low pocket pairs or low SC. Different field, different tendencies. You still play against the field, but with wider range, because "maybe he is an aggro".

usually when a player always raises you when you are sb or bb. it is because he has noticed that you are not defending your blinds enough or that he is simply trying to target you.

If someone is attacking your bb from sb almost 100% of the time then you can exploit him by 3-betting light, especially with Qx, Kx, Ax hands with blockers. Also you can exploit him by calling wider with hands promising high implied odds and nut potential like any pocket pair and suited connectors or even suited non-connectors.

It doesn't have to be someone stalking you. There are times when the card comes at this time is good.

Depending on the lifting player, it is worth protecting the blinds, because if someone regularly scares the blinds from behind, it is in many cases an attempt to steal. Therefore, it is worth attacking with the right hands and thus repressing such attempts.

Good Luck.

Rather than being confused, isn't it better to try to protect the blind with a 3 bet followed by a flop bet? Resist and the situation will change, and you will know the reaction of your opponent.:)

Вам просто нужно подождать, пока у вас не появится рука для колла. И звони. Если это блеф-рейз. Вы украдете его фишки

Sounds like this forum thread will help you :)

https://www.cardschat.com/forum/learning-poker-57/why-defend-your-blinds-456860/

This is indirectly related. You don't need to defend every blind, but defend it enough so players don't think they can "pick on you" specifically. Many nitty players will get their big blind raised every time and they will let it go each time - this is a free income of chips for the observant raiser! If the nitty player does raise/play back, then the fold is easy and then go back to hounding them again next orbit.

3b with air and show them, and see if that slows down the steal frequency.

No need to go overboard on adjusting here. See this so often for live players as well, they see someone raise 2 times and then they start 4betting with air because they are getting 'targeted'.

While it's certainly possible that someone is after you, especially online over a very small sample this doesn't mean much. If we get solid reads over a decently sized sample, we can make adjustments. If we don't, the adjustments are most likely gonna cost us. My own take here is to rely on stats with a decent sample size, however if you do see villain show up with garbage that shouldn't be in his range, by all means adjust earlier. However if someone openraises on your blind 3/4 times and you start to adjust already that's in your head.
