As an expression "60% of his range" is nonsense. A players range is the range of hands they play. Therefore, as soon as you talk about them playing 60% of that, then that 60% becomes their range.
It is, however, quite reasonable to say that they take a specific action with 60% of their range. e.g. He/She c-bets 60% of their range; or they raise with 60% of their range.
Alternatively, saying that they play 60% of hands is quite a reasonable statement.
