Every time this happens to me I do not know which is the right decision to take. The question is :

You are the big blind with AA / KK with the blinds 1000/500.
The UTG bet 2,500 and receives 1 CALL before action.

the right thing to be taken?

how big is your stack? how big are other stacks? tourney or cash game? I assume NLH?

in any circumstance, unless a slow play is proper only, you raise here, how much is determined by much needed information like that listed above

Like Detroitjunkie says you need to be more specific.. Because your stack and the others stack are so important.. And for your blinds I think that you play tournaments right?

I have 20,000 chips, utg that made the increase has 40,000 chips and call about 12,000 plug. Tournament 0.25.

If you have AA KK in the blinds then a raise from UTG is exactly what you WOULD want. He will usually have a stronger range and be more likely to stack off so you should nearly always be raising your hand and looking to get it in. If you call you risk going three handed which decreases your chances significantly especially if you have KK.
I would raise to 8000 this sizing commits the other caller if he wants to continue. You could just shove KK pre flop but with AA I prefer to raise and we are almost never folding the rest is usually going in on the flop as you will only have a half pot bet sizing left if UTG calls.

I agree with Figaroo2. Raising to 8000 seems about right. UTG opened UTG so he should have something strong. Chances are he'll put us all-in (which is what we want), and if he doesn't, 8000 is such an enticing number for the caller that he's committed when he calls, so he might simply shove instead of calling, allowing you to reshove.
If the 8000 gets called and we see a flop, we have 12K left in a 19K or 24.5K pot. So we're shoving no matter what.

If UTG opens to 2.5 BB and gets one caller, couldn't you just reshove 20BB instead of 3betting to 8BB? It looks a lot weaker imo.
