how to play "no bet" flops

in my experience, there are certain flops that people just don't bet.

Usually its a small boarded pair with a low mid-range card.
5,5,9 or 3,3,8 are good examples

Anyone with the trips wants to check-raise and rarely does the top pair bet. Similarly people do NOT give their opponent credit for the trips.
It seems like these flops become "dead" and last position gets a free stab. Whats the best way to play these when your heads up? (in position vs out of position)

If u aslo don't have even a pair try to raise, there is a very small chance that ur opponent will have pair or set ;p

If the table is checking those flops, I'm betting regardless of position. If you get called see what the turn brings and go from there. If you get raised, you can fold. You'll win those small checked pots more often than lose them. By the time people figure it out, you'll have adjusted your strategy given more action on those flops. Or, at least you should.
