How to play medium pocket pair?

Like 99, TT, and JJ, if don't hit set at flop, and the flop have over card, like A,K, or Q, then how to play at flop?
My decision is I will bet a little, if someone raise, then I will fold. But I think there are a better decision...

I try and limp along and hope for 3 of a kind but I don't think that's a good idea

This is what i do mostly. Most of the time wen i raise people fold thinking i have made top pair. Sometimes they have top pair and they raise. If raise is too much then I fold. If its less then call it and cross your fingers :)

Be aggressive in late positions, while check call a street when you are OOP
