how to play a suited connectors

Somes strong players consider a suited connectors like J-Ts, T-9s or 9-8s as a strong hands. So they play them aggressively, like A-K or Q-Q.
By my opinion, a suited connectors has to be played agressively only in position, in order to avoid any reraise. Because contrary to A-K or Q-Q, it's very risky to go all-in with a suiter connectors after to be reraised.
Raising with a suited connector is the correct play in position, because you become impredictible for your opponents. It's very hard for them to imagine that you three-bet with 7-6s or somethink like that.

I raise it pre in or out of position, but facing a 3bet is a hard idea to see if it's worth it

This type of hands good works in multipots. Raise only sometimes for image and for balance.
