Hourly Variance

So many of you heard about hourly variance that we are exposed to when we play poker. I heard about the following two arguments.
1.Doubling number of hands per hour you play will double your hourly variance.
2.Doubling the stakes you play will quadruple the hourly variance you experience.
Can someone explain me why? Thanks.
