Basically, Q/7 beats one random hand 51.8% of the time if you play to showdown, so cards better than that may be raisable.
However, there is an advantage to position which either adds EV or detracts EV.
You also have to consider how the villain is playing. Ideally you want to play so that he gets the least amount of value for his play. So if he folds too much, you need to be more aggressive and open up your range, and if he bets too much you need to call/raise enough where you're likely to be ahead of his range yet not overplaying your hand.
That is, with some euber-nitty players I fold J/J to their 3-bet and with some I insta-call.
In the SB I like any pair, any Ace, connectors 5/6+, any suited connector, Q/x+.
That changes depending on the villain.
In the BB I'll raise with just about anything except junk like 6/3.
Again, I adjust according to how the villain is doing.
The game is pretty fluid though, so I think it's a mistake to go in with a set plan. Start off playing what you're comfy with, then adjust according to what you can get away with, and what he's doing in response.
