what means "effective"?

What it means is that even if you had 20 BB only 12 BB plays as that is what your villain has left.

You 20 BB stack you shove all in villain calls but has 12 BB stack so it is effectively a 12 BB shove buy you.

Thus 12 BB effective.

OR villain shoves for 20 BB but you have 12 BB it is still effectively 12 BB all-in by you.

Yep as above says if you have 100bb and villain has 30bb the effective stack is 30bb as it's all you can win or lose.
