Do you need a HUD to 3bet/4bet effectively?

I been starting to understand the value of 3betting . Right now I am using it mostly again LAGs who open raises wide range . How ever there are LAGs who dont folds but flats .....is it essential to know the 3bet fold % with HUDbefore attempting to 3bets someone?
Also when I get too LAG and my VPIP and PFR sometimes reaches 40... I get noticed and get 3betted by others.
Is the best defense 4bet... flat.... or fold and tighten the starting hands?

Not essential, but it's very useful to have that info. This stat wont be useful until you have several hundred hands on villain though.

Is the best defense 4bet... flat.... or fold and tighten the starting hands?

Depends on several things:
-how good your hand is
-whether you are in position (calling 3-bets out of position is bad)
-what the villains 3-bet stat is
-your image at the table

Yes HuD is helpful but not essential. You can usually tell the players who are opening loose with light 2betting. But some tables especially 10nl and lower the other tighter player to afraid to 3bet light against a maniac laggy player so I don't get any info on the response to 3bet. Usually what I'll do is to do a trial light 3bet with low sc or low pairs where I look for a fold or a call and fold to a 4bet to see how the villian reacts

Probably depends on how many tables you play. If you're playing 1 or 2, you are probably able to pick up on the tendencies of most of the players at the table. If you're playing 8-16 tables I think it'd be almost impossible to effectively do a lot of things (including 3bet/4bet) effectively without a HUD because you just can't follow what other players are doing.

Do a google search.
It stands for Heads Up Display. Its a feature of most poker software Apps, like Poker Tracker or HoldEm Manager that overlays the stats of the other players at the table as you collect hands on them. It'll tell you things like how many hands they are playing, how often they raise, how often they cbet, fold to a cbet, 3bet, 4bet, fold to 3bet, steal, fold to steal, etc. It helps greatly in making decisions during a hand and you're probably at a big disadvantage if you're playing without one.
