You do not have to have position on your opponent to 3bet. Are you saying you're only going to flat a raise with JJ+ AK when you're oop?
SLy is right, you have to consider what you're trying to achieve when you 3b. Are you 3b'ing for value? What hands do you want to 3b for value, it doesnt have to be just KK+ AK, you can actually widen your 3b range depending on villains tendancies. There are so many considerations why you should/shouldn't 3b and with experience you can make thses type of decisions almost instantly. But I would say in general, at 2nl, you should limit 90% or more of your 3b's to value type hands, and very few bluffs. Yes you can try the occasional 3b bluff but there's probabaly no need to at this level.
Also when you're 3b'ing for value, you're not
hoping for folds!
