Can the % amount of raise be a tell for bluff or not?

IF you have something good, you don't want to overbet and scare away calls. Is this called a value bet? So, you might bet like 30%-50% of the pot, for example.

But, if you're bluffing, you don't want any calls. So, maybe you overbet to like 80% of the pot.

In your experience, when someone bets 70%+ of the pot, is it a bluff, or does he have something?

This comes down to how you read your opponents play and range. An over bet maybe a bluff steal or he may have a read on you and is value betting his monster.. As always it depends

Bet sizing tells are out there and can be pretty solid, But they're highly opponent-dependent. For example, one player may tend to bluff small and value bet larger, while another does the opposite. So, you have to learn what each person's tendency is. Also, since they are tendencies, you should also look for how often each person deviates.

Bet your bluffs the same as your monsters ....therefore no one can get a tell on you......scorp

It really depends on your opponent. I've seen folks 'bluff' by betting 1/4 the pot on river and get angry when they get called. I've seen other folks bluff $5 into a 25c pot. Why? God knows.

70% of pot is not an overbet. Standard bet sizing is typically 50% to 75%.

I think villain tendencies and board texture give a better read than bet sizing when deciding to call or not. I.e. what's his preflop range? What did he do on each street? What is he repping?

I just randomly press buttons when I bet this way I don't give off any bet sizing tells...

Like people said up above it is usually villain dependent, but even if you catch on to some one overbet bluffing even more then once be careful because they may adjust thinking "He calls every one of my over bets" and then the one pot where they have the nuts they may over bet trying to make you think it is a bluff.

Usually the times you catch them is during small pots the time they punish you is for the big one

If you had the nuts, you wouldn't OVERBET, since you want people to call.

Unless they want you to think they are bluffing by betting big... It's a mind game

This is where your handreading ability comes in. You want to vary your bet sizing based on what you believe villain has. If you have the nuts and you believe he has something close to the 2nd nuts, then you wanna maximize value by betting larger.
