This question is very general as poker is very often situation specific.
AK is not always a 3bet, but most of the time it is. One situation where I would not 3bet AK is if a 8/4 nit raises utg and it folds to me in the big blind. In this case there is no value in 3betting because I'm either crushed, flipping, or tied and my equity advantage preflop is pretty much nil and there is no dead money in the pot. Another thing that might effect my decision is being out of position with large relative stack sizes that will make the hand very difficult to play
