A professional recommended not raising a dry flop J♦ 9♥ 2♠ with ANY hand.I'm confused

On another site a professional was analyzing some hands from a wsop event.

Why, on this specific flop, the professional recommends not raising with ANY hand?

Starting Stack: 7,500
Level 1: 25/50
Seven-handed and an EP player opens to 150. Hero calls from late position with deuces and both blinds call.

Flop: J♦ 9♥ 2♠ (4-way 600 pot)
EP raiser bets 525, Hero makes it 1,100 with bottom-set. The blinds fold and the EP raiser calls.

Turn: Q♦ (2-way 2,800 pot)
EP raiser bets 2,500, Hero calls.

River: 6♠ (2-way 7,800 pot)
EP raiser checks, Hero bets 1,500, EP calls and mucks when sees Hero's hand.

Hero Comment: I think the raise on the flop is standard ...on the river I considered jamming but didn’t want to force a fold so I bet smaller.

Professional Comment: Normally I wouldn't raise such a dry flop with any hand and would include a hand as strong as a set in my calling range to allow the EP raiser to barrel off lower-equity hands while disguising the strength of our hand. As played I would just call the turn bet as well. Once checked to on the river I would jam because we only have a little over half pot back.

I would assume the reasoning for not raising on the flop has to do with balancing our range on the flop. The flop is so dry that we really don't have any bluffs when raising here, so we're just announcing that we have a big hand. This is an important point against a strong opponent, as they'll make exploitative folds against the raise. However, if villain is a fish and not thinking on that level, just raising for value is fine in my opinion.
