A 8-max table is just like a 9 max table with a vacant seat, or where UTG has folded. So 8-max is not a "special situation". Its just a variation of the theme ring games. The only truly special situation is heads up, because then SB has position on BB postflop. As for why some tournaments run in the 8-max format, I guess, its an attempt to speed up action a little, without going as far as making it a 6-max game. And personally I like 8-max, but its not like, it makes a huge difference, if a tournament is played 9-handed or 8-handed.
