I had a question for the masses, I have $90 on a poker site that requires $100 to withdraw, If I received a $10 player to player transfer to reach $100 and proceeded to withdraw is this frowned upon by the poker room?

I don't know for sure but I can't really see a problem with that.
If it is one of the big 4 (poker stars, Full Tilt, Party, 888) I very much doubt that there software would detect it. In the past I have deposited $20 to cash $50 at at least one of them.
There is sometimes a holding period before you can withdraw.
As far as the rogue sites who operate in the US. I have no idea.

You'd be better off just winning another $10 yourself so that it will be legitimate instead of having the potential hassle of having your account frozen over $10 that you get sent to you

Hiya MT. As I see it you should have no problem with withdrawing if you do a P2P transfer. You may have to wait 24 hours or something. As toots said it may be easier to just win the extra $10.00 perhaps a $5.00 SNG should be easy enough for a man of your quality!! :D:D:D Gl

Unless you actually know for 'FACT', I don't know how anyone can confidently say to you "it'll be no problem".
I know for FACT that if you receive a p2p transfer on A.C.R., you MUST rake a certain % before you're able to withdrawal (I forget the exact amount offhand... but have done this in the past). Maybe BlackChip is different from A.C.R.? (my guess is that it'd be same/similiar)

Thx for the heads up PO, think I will just try to earn the rest to avoid any complications, just $8 more :)

I think that's your best option. (& I think the rake requirement on ACR was 20%... ie. if you received $100 p2p you'd need to rake $20 (or $10.. need to rake $2).
