If you are talking abt utility bills docs, it is better to turn on or enable geolocation instead. It was also a bit of an issue when they rejected scans of my bills, but then I just enabled geolocation and the verification was quickly completed.
I pass this through my smartphone. Of course, first I have to log on from my mobile, and everything went smooth, in couple of minutes...

depending on your Bank it can take some time. Alltough the easiest way should be to contact their support, they usually reply pretty fast

Skrill verification process:
1) Fund Your Account - OK
2) Verify Your ID
3) Verify Your Location - OK
4) Verify Account Ownership
Steps 1 and 3 were OK, before I sent my ID and a photo to complete verification.
All's well that ends well.
