Contact Stars and find out what is going on there is a live chat feature sometimes that might be fastest way.

If you have no prior deposits via Skrill in last 12 months it will take 3 days to process. It would be instant if you had deposits as they would just credit it back against deposits that why some folks will tell you it takes less 10 mins.
