Fastest way is transfer to your friend or anybody you can trust and they pay you cash
i dont understand what you mean but you can find other ways in cashier did you look at?

They will send you a cheque if you request it. Or as I see your non-US set up an e-wallet such as neteller. There is a lot of "friends" that will help you via money transfer, just no guarentee that they wont steal your money.

I'm using an E-Wallet (moneybookers), and never had a problem with that.
PS withdraws are almost instantly with Moneybookers... but I don't know if you need to deposit first using the E-Wallet.
You can talk with PS support about that too.
