fold you have close to 0 folding equity, so unless Q9s is like way ahead of his raise/call range here we're pretty much screwed in this hand.

It's ok to shove, a acceptable hand.

Flat here. We're getting a good price in the BB and can open shove flops we pick up some type of equity/made hand on, check/shove flops we hit very hard, and check/fold flops we completely miss. Shoving is the worst play here since we have no fold equity and are not ahead of villain's HJ opening range.

Fwiw, if the opener is on the tighter side, I would just muck this pre, Q9o would also be a fold pre.

HJ should never bet/fold for less than 10 bb effective. So best case his opening range is any 2 and hero is 57.6% favorite. Other stack sizes are left out but should be relevant what HJ is opening with 4 left to act. As well as how active villain has been. Realistically from that position Villain is probably not wider than any ace, any pair, any broadways, and any suited king. which is makes hero a 40% dog and I still think that's generous for opener with 17BB without another read.

7BB was probably better off shoving any 2 the previous hand UTG or the one before that sometime first in with more fold equity.
