Technically not enough information.

Given the information afforded, I would advise that the plan to preflop raise and c-bet commits the player. The better situation here would be to jam preflop since any type of standard play commits you to the pot. Make the decision difficult for your opponent instead of yourself.

Secondary Information:

Given the current play, the 2.2bb preflop raise is far too small and accomplishes nothing.

Given the current play, the appropriate move on the flop is to check to reduce the damage from decision to raise preflop instead of jam.

To receive better hand analysis, use a hand converting tool to show the hand. Also include any information about the bubble and payouts. "Villain" tendencies and reads also assist someone reading to better understand the situation.

The reason I made the small raise is because I had an average stack, everybody was short except the top 2 players who were way ahead. Is this incorrect and I should still shove preflop?

It's better to just get it in as opposed to playing OOP post flop as you are gonna get into awk spots and in a freeroll where people will call off against u way too wide it's better to just put it in
