SB can play push here with about 40%-50% range. Your A9o is 20% range and your call here ofc is correct.

Small blind could be pushing with small pairs and any ace. I think I would call here, especially if it's a good player that is likely to play more aggressively on the bubble.

Easy call against small blind, your opponent could and should be shoving a lot of worse hands in this situation.
