You kept bluffing and he kept calling. Some guys like those two overs on such a weak flop. The turn brought him his draw and he stayed. Why in the hell you bet the river with 4 clubs out there?

I like leading the flop small that was good you get your draw at the price you set, also you can afford to call a reasonable sized raise and your hand will be disguised. Once called and the turn is ugly and you now have a draw that is tough to get value out of when hit, I would probably just give up... however you are also betting small with flush draws here too so stabbing at the turn is ok but it must be a bigger bet something like 60-70% of the pot, sell the story that you just made a flush (usually not going to be nut) and youre trying to protect it and also force out all 1 pair hands from the flop. River is just bad in general if he is calling turn there he is calling river a fair amount, I know he shouldn't but at these stakes call call there is usually going to be a call on the river.
