$0.11 NLHE MTT Turbo Rebuy: Was I right in folding?

Please excuse me for any mistakes. This is my first ever hand analysis post.

This is a hand from a $0.11 buy in R/A for the Sunday Storm Satty @ pokerstars today. I feel gutted by the fold because I would've hit the set.

Please consider that a flat call was because of the loose nature of the players that followed given my stack size. If I'd 3b shoved they would've called anyway given my stack size. I thought the fold was correct given the chances of a higher pair but I don't know....

There were approximately 75-80 of 300+ players remaining with tickets for top 10 and cash prizes for the next 11 and 12.

With 13bb TT is a 3b shove there. Never just flat - maybe with KK or AA at a very agro table.

Shove pre, it's about making the proper play, not the result.

You got the top of your range and is short stacked, installin, and I go allin even if everyone fold or everyone goes allin

I think that is a standard shove from TT consider that:
1) 13BB is a small stack
2) It is a turbo so blinds will go up faster to wait for a monster
3) You said the players involved where on the loose side of playing, so a raise from them should not have scared your TT away (may be they fold and you win a raise from them, or they call and probably you will be ahead)

Thanks guys. I've been playing sub optimally and have been scared of going in with relatively strong hands given a recent string of suckouts. I'm glad I got involved in cardschat. This is the kind of objective feedback I need to get back in the game. :)
