Yes. If you want to play top pair top kicker confidently, you must raise this preflop.
Here's the big picture. Most of the time, when we have a hand like AJ, we will make top pair with a good kicker or our opponents will have nothing, and we'll win the pot. However, the player playing 32 realizes he needs to catch a hand better than just 1 pair to have a shot at winning. So he's not going to pay you when you hit your ace.
Therefore, to counteract these implied odds
, you raise preflop. That way, you can win a bigger pot most of the time, that will counter act those times when he catches trip 3's and takes a bunch of money away from you.
Raising will also help thin the field, give you a better idea of what kind of hands you're up against, ect.
