Table seems tight agressive, no real reads on anyone.
I've been tight and have represented the flush. Bet is awfully weak but I still had to think a bit seeing as I have shite.:D

Fold on the flop. What are you trying to represent you raised with - QJ of diamonds?
You could raise on the river if you have a tight image and you've seen him fold the river before. Looks like a block bet - he probably has an Ace but the chances that his kicker are a diamond are less than 1 in 4. I don't think he has a diamond because he would probably bet bigger. (Alternatively he has the nuts and is trapping you. Unlikely though, since he'd bet bigger.) At these limits you'll probably get called anyway. I would usually just give it up.
As a representation, your betting seems to represent AA / KK / AK more than a flush. On the turn you're trying to give your opponents the wrong odds to draw out to the flush if he has a diamond.

I did have a very tight image and decided to follow through with the bluff.

I re-raised to a dollar and he mucked.

Now as to why I raised in the first place well,:canabis: :beerglass .

Very hard to tell what the tiny turn/river bets mean. It's either "Please don't raise and let me see a showdown cheaply with my marginal hand" or "Please come over the top of my weak bet". Generally the weaker the player, the more likely it is to be the former, though the fact that he makes a tiny river bet following your turn raise makes me more suspicious he has something big and is trying to induce action (of course results suggest he didn't, but just posting my thoughts).

Thanks for your input DM. It was suspicious and I have been burned lately with my reraises on the river(and those times I actually had a hand!). Kind of went with my gut here that he would fold to a raise but it was risky. I was being super tight the whole time and somewhat passive so I decided to be aggressive. Can't get better unless you try different things and mix up your game.
