This guy is hugely erratic to say the least. I am guessing he has A or K/rag clubs but then again the way he has played he could have damn near anything and also a chance at a straight as well as a flush. ex I saw him raise the pot with 36o and hit on the river. What to do What to do?

UTG+1 has what $1.20 left? He started with less than $3. Are you going to fold to a bet by him even if you are beat?

If he is aggressive, check behind here and give him a chance to bluff the river if he doesn't have you beat. With those pot odds you want all the money in the pot and the best way to do it is to check behind. He will most likely call/raise all in any bet.

If he is passive, bet about $1 and let him call then bet the rest on the river.

I agree about checking behind for pot control, it also might encourage him to bluff the rest of his stack with a worse hand on the river. Against a player as bad as this are we ever folding top pair on the river ?

With a limp ahead of you preflop your raise is a little small as well, you should be looking to raise 4-5 bb.

Oh and if you are going to play $0.05/$0.10 NL I would recommend any other site other than Full Tilt. They have a 10% rake at $10nl. they drop it to 5% at 25nl. Even with rakeback you still pay over 7%.
