Raising small pairs in BB

Hey,

I was playing on Poker Syndicate a few hours ago in limit holdem 5-10, and 3 times I saw guys raise with small pairs, 22,33,44 in the BB after one or two callers limped in. Do you think this is a good strategy or is it better to just call and hope to hit the set?

Thoughts?

It's a good stragedy to steal the blinds. If they all call and you don't hit a set, you can just either bluff with another raise or fold.

6-max = good strategy.
Full-Ring, ----- I would probably use my option.

I raise with small PP, but it is only a successful strategy if you are willing to make a continuation bet to try and bluff your opponent out of the pot when you don't hit your set on the flop.
