Good chance one of the three would be a losing hand rather than the 3 tied str8's. Yes, in 10/25c I think you would get a donkish call often enough to make the raises.
Also looks like seat 9 was short stack left in the hand when he went all-in. Holding the nuts, it made even more sense to him to push in case one (or both) of the bigger stacks was not holding a piece of the tie.
I would hope the raise and re-raise was not limited due to rake considerations. Could seat 9 have thought that the smaller bet and raise showed at least one weak hand (a set or 2pr) ? There was also only $1.25 in the pot when showdown betting started, and this was Pot Limit. The pot was small since the flop and turn were checked down.
There was obviously no possible lo hand here, but the one that gets me is the Omaha player that pushes for a quartered lo pot.
