1. This is not exactly a min-bet. I know I'm nitpicking but $3 would have been min 3-bet.
2. I'd flat here, looking to call at least one street postflop, probably betting turn if flop goes check-check and he checks turn if board is unders. Unless he has a history of light 3 and 4-betting with you, in which case you could consider looking to stack preflop. But assuming no history, you don't do well against his stacking range but you're still probably ahead of his range. Let him bluff postflop and control the pot since you have position.
