No stats on Villian, but has been playing fairly loose.
Should I 3-bet preflop from the button in this spot? Also, would it make any difference if this was in NL25? I'm trying to move up in stakes.

I would've raised the turn to see just exactly where you stood in the hand. Since you didn't you have 1 of 2 options on the turn. Smooth call, then call down his river bet or raise the turn to see how he reacts. Even the loose players can wake up with AA KK from time to time but I don't believe he has that here. KQ seems very likely here. How did the hand play out?

I'd recommend a call call here, but that is only because you missed out on the reraise from the flop.

Against a loose player, I'm almost always 3betting AQ+ preflop with position. We build the pot so we can commit postflop when we hit and we often take the pot away even when we miss and cbet.

I'd raise to 3.30, there's no way you are getting rid of TPTK in uNL for 65bbs.
