actually, depends on the table conditions.
At a very passive table, raise and cbet.
At a very aggressive table, fold in early position, call raises in late position.
The thing with pocket pairs is that you either want to be the aggressor and complement the value of your hand with fold equity, or you want to call with great implied odds
. And unless villains are terrible (which is often the case at 25nl), you have much better implied odds when you call a raise from an UTG raiser than in a multi-way limped pot where no one will go crazy unless he has flopped a monster.
If you limp your pocket pairs with the intention of folding when you don't hit your set, a good player with position on you will raise a lot of your limps, win the most pots with a cbet, and won't give you action when you hit.
