3 bet him to $18, if you just raise to 10 and Big blind calls then it will give the caller after him odds to chase draws. If he happens to have a set bigger then yours so be it because you are not getting away from this on flop.

I couldn't agree more. The chances of 1 of them having a bigger set are very slim. If they do so be it. Much more are the chances of first player aggressively raising with AQ, and the second being on some kind of draw (KJ?), or viceversa. TBH, button could have a straight made (J9 limp?). Either way I'm making it big or going broke here, that's just how it is with a set, as much as it might sound reckless.
Problem is, how much to raise to make draws unprofitable? Lets say button is on a draw, if BB calls your reraise how do you deny the right odds for his draw? Pot is $25, I think you need to raise another $15/$18 to call, and as you said I'd have no problem in taking it down there because of board and 3-way action (better take it down now than seeing an A or 9 on the turn).
