This was my thinking in this hand:
On the flop I check because I am definitely beat if he has an A, and I call his flop bet to see if he freezes up on the turn. I am OOP, so I check to see if he's going to bet again on the turn. I bet on the river because I was planning to bet, because of my "read" of his hand after the turn bets, and not for a flush bluff or hitting my set. So in other words I still would have bet had the river been, say, Ts. What did I do right/wrong?

Reraise preflop - your hand has a lot of value, plus you want to devalue your opponent's positional advantage by making him pay.

Flop is fine, as is turn.

River: is this a value bet? A bluff? What is the purpose of your bet?

Blocking bet? I guess you might get looked up by an ace but it's pretty thin.

I had already decided to bet on the river provided it wasn't a K or Q because of his check on the turn. I figured I won, so I was trying to get more money out of him. Also, if he had a low heart, I was hoping to kick him off the pot with that bet. I had no reads on him because I had just entered the table.

Are people generally going to call a one-card flush with a low card? I don't even know how likely people are to have the fifth card when four of the same suit come down.

Well its not so much if they'll call with a low flush or not, its the fact that they're probably not calling you with anything worse than 3 jacks. This is a simple check/call situation. People will bluff this board, and you have a fair amount of showdown value. So you want to get to showdown as cheaply as possible.

Generally, when you have a hand like 3 jacks (or even 2nd pair) you don't want to be doing a lot of bluffing, because your hand has value! You can just check, show it down, and often win the pot. Bluff when you have no equity what-so-ever, so that way you're not making the mistake of betting just to fold out hands that you already have beat.

at a .01/.02 cent game people will do every conceivable crazy thing you can, and have not yet imagined. With you just arriving, you have no idea what anyone is holding or how any of them are playing. Your only clue at that point was stack size, and here villain was on the short side. Could indicate he is extra cheap, or maybe just got a big beat, but having just arrived you really have no other clue.

His preflop action suggests an A, possibly suited, could be the Ah, could be 2 hearts. You could be dead from the git go here. You slow played it to a degree, do you think you are the only one capable of doing that?

I'd have bet bigger PF. Reraising to about 20 cents. If he comes back hard, I'd probably have dropped those J's without having good reads on this villain. Remember there are only 3 ways to play pocket jacks, and all of them are wrong!

The blocking bet on the river was probably too small. I like the notion of putting doubt in villains mind, but expect he probably shoved the rest of his chips in and you called. A larger blocking bet would have provided that doubt. Guess is he flushed, or perhaps was slow playing you with AA and again you were dead from the git go.

The fact that he checked the turn certainly doesn't mean that s/he doesn't have you beat or that s/he will fold to your river bet. S/he might have checked behind on the turn because of the flush draw completing, s/he might not have a great kicker with an ace and be checking behind for pot control etc. I'd just check/call this river...it isn't that unlikely that villain could have the Ah or a decent heart kicker and come over the top on the river. You aren't folding out better hands, are unlikely to get looked up by a hand that you beat, and i don't think that NL2 players even know the definition of a blocker bet, let alone it actually scare them into flat calling instead of coming over the top if they hit a hand (and besides, i really don't think that the river bet was intended as a blocker bet).
