Assuming both are 100bb deep; raise/call on the btn is fine. Raising this sort of flop is horrible, even vs the most loose players. It's the perfect board for someone to CBET and you should be aware that nearly all players will cbet here so you should already have a plan. I mean, your plan was to raise which tbh is the worse one because all you achieve by raising is him folding hands you BEAT and getting called/raised by hands that beat you. Folding is much better than raising this flop. Now, I think knowing something about the villain will dictate how this hand will play out, so what info do you have on villain?
Personally, depending on the player..I'd of at least called one street with position and evaluated the turn.
Also; if your thought he was raising you light because you had the button, then why not 4bet him? Even in position, JJ isn't the best hand to flat call, because all his blocker hands Ax/Kx/Qx all have a fair bit of equity post flop. If I think someone is 3betting wide from the blinds and I have JJ, I'm always 4betting for value here.
