Not enough hands to be relevant, this is early in the session.

Villian has showed down his 3-street bluff OOP w/ Q6 on a 778J4 rainbow board. He also seems to try for steals often.

Eewww. Folding, calling, and getting it in pre all have their merits. I feel like preflop we have absolutely no fold equity though, so I'm leaning towards calling & playing poker on a flop.

Good flops for our hand are like 8xx (obviously), paired boards, or Q-9 high with no other cards higher than an 8 (for example, Q54 is a good board for our hand). We're not calling to set mine, we're basically calling to make a bluff catcher (mid-pair) & catch this guy bluffing. Its certainly high variance though.

Given the min-raise, folding is also good. Its probably the safest play, but if you're like me & you like marginal barely +EV plays with high variance, then I'd go with call.

From what little I did see this guy playing I thought he might be a little wreckless, I decided with pushing.

My level of thinking was this guy has been raising a lot, he is definitely a candidate for stacking with 2 overs.

Is this something I should want to do, getting all my money in this position with low fold equity or do I want call and then basically call down his bets according to how the board shows up?

I think since you have position for the hand you just call preflop and try to beat him on the flop and also hope for a reasonable board to outplay him on. Its definitely a tough spot tho. Idk about pushing tho I think if he is probably never getting away from 99-JJ which is really not a great situation at all. At least with position you might be able to outplay him if he did have those hands.

Shoving, and having him call with most of his range doesn't give him a chance to make a mistake. Even with something like QT, he's got enough equity to call you. You just don't dominate enough hands here to really show a profit by jamming, and I don't really think he's folding 99 or even JTs here. So I think calling his min-4-bet with position is probably the best way to get him to put money in bad.
